This page covers the main routes for foreign nationals who want to live, work or establish legal residency in Ukraine: employment, marriage, family reunification, business ownership and other lawful grounds. If you need to understand which option applies to your situation, here you will find the main pathways and links to the relevant service.

Where legalisation starts

In most cases legalisation does not start with filing documents. It starts with checking your situation. What matters is which grounds actually apply to you, whether your permitted stay is still valid, whether you need a D visa, and which documents to prepare for your specific case.

  1. We check your current status in Ukraine. What matters is your nationality, the basis of your entry, whether you entered on a visa or visa-free, and how many days of lawful stay you have left.
  2. We identify the right grounds for your application. The most common are employment, marriage to a Ukrainian citizen, family reunification, operating your own business or another ground provided by law.
  3. We prepare the correct document package. Different grounds require different documents, translations, notarisation, medical insurance and in some cases a long-stay D visa.
  4. We file within the correct deadline. In residence permit cases, missing the deadline by even a few days can break the entire process.
  5. We complete the required steps after the permit is issued. In particular, address registration and other formalities may be required to make your status complete in practice.

Important: do not leave preparation until the last days of your permitted stay. If documents must be filed at least 15 working days before the end of your legal stay, a late start often means extra costs, leaving Ukraine or having to rebuild the entire process from scratch.

Common mistakes that cause problems

  • Overstaying the permitted period. Many foreign nationals are subject to the 90-days-in-180-days rule. If the deadline has already passed, a fine, forced departure or complications with further document processing may follow. In this situation it is better not to wait for the next border crossing but to check your options immediately.
  • Starting the process too late. One of the most common mistakes is beginning preparation when the lawful stay is almost over. This leaves no time to prepare the document package, obtain the required visa or file the application before the deadline.
  • Entering without the correct visa. Some residence permit applications require a long-stay D visa before filing. Skipping this step can stop the entire process before the documents are even submitted.
  • Incorrectly prepared documents. Errors in translations, missing apostilles or legalisation, expired certificates and discrepancies in the spelling of names or dates of birth are typical reasons for delays and refusals.
  • Ignoring steps after the permit is issued. Receiving the document does not always mean the process is finished. Address registration and other follow-up steps must also be completed on time.

Frequently asked questions

How long can a foreign national stay in Ukraine without a residence permit?
Many foreign nationals entering visa-free are subject to the 90-days-in-180-days rule. However, the actual permitted period depends on nationality, the basis of entry and the visa regime, so it needs to be checked individually for your situation.

When should I start the temporary residence permit process?
Not in the last week of your stay in Ukraine. In most cases the documents for a temporary residence permit must be filed at least 15 working days before the end of your lawful stay. It is better to check the grounds and document requirements well in advance.

When is a D visa required?
This depends on the basis of the application. In some cases a long-stay D visa is required before filing for a temporary residence permit. Starting without this step can cost significant time and force a complete restart of the process.

Can I get a residence permit without a work permit?
Yes. A work permit is only one of the possible grounds. A temporary residence permit can also be issued, for example, on the basis of marriage to a Ukrainian citizen, family reunification or operating your own business.

What should I do if I have already overstayed?
Do not wait for the problem to resolve itself. You need to check your entry date, the basis of your stay, your available documents and the possible consequences. In these cases what matters is a quick analysis of your specific situation, not general advice.

Can I apply for a residence permit without leaving Ukraine?
It depends on the grounds, the available documents and your current status in Ukraine. In some situations the application can be processed in Ukraine; in others, preparatory steps outside Ukraine including obtaining a D visa are required first.

What needs to be done after receiving the permit?
You need to check the next required steps, in particular address registration. If this step is skipped it can create further complications.
