For this purpose, the representative is granted the right to contact territorial service centers of the Ministry of Internal Affairs, the National Police of Ukraine, insurance companies, vehicle service stations, and any enterprises, institutions and organizations regardless of ownership form, to submit and sign applications, explanations, questionnaires, contracts, acts, invoices, notices and other documents, and to receive certificates, extracts, duplicate documents, a temporary registration certificate, its duplicate, the vehicle registration certificate, and any other documents and valuables necessary for the execution, confirmation and exercise of the right to use and operate the vehicle.
The representative is entitled to issue, receive, exchange, extend the validity of, and, if necessary, return the temporary registration certificate, to submit documents for changes to registration data, to receive documents based on the review of submitted applications, and to pay on my behalf administrative fees, charges and other mandatory payments related to the paperwork for the vehicle and its operation.
The representative is entitled to use, drive and operate the vehicle for its intended purpose, to allow the vehicle to be used by the representative's employees who hold the appropriate category of driving licence, to present the vehicle for technical maintenance, diagnostics, repair, washing, tyre service, towing, storage, parking, and mandatory technical inspection in cases provided for by law, to receive the vehicle after repair, maintenance, towing or storage, to sign handover certificates, work orders and completion certificates, and to pay for such services.
The representative is entitled to conclude on my behalf compulsory third-party liability insurance contracts for owners of land vehicles and any other insurance contracts related to the use of the vehicle, to receive insurance policies, to file claims in the event of an insured event, and to receive insurance compensation, reports, inspection certificates and other documents relating to road traffic accidents, damage, repair or restoration of the vehicle.
The representative is entitled to represent my interests before officers of the National Police of Ukraine and other authorities and persons in matters related to the use and operation of the vehicle, including while a road traffic accident is being recorded, during document checks, temporary detention, towing or return of the vehicle, to submit applications, petitions and explanations, to receive resolutions, reports, certificates, acts and other documents, and to perform all other legally significant actions necessary for the proper use and operation of the vehicle.

The powers related to the use of the vehicle on the basis of the temporary registration certificate shall be exercised for the entire validity period of such certificate and the documents confirming the right to use and/or dispose of the vehicle.
