Since 2000, diplomas and other educational documents have been entered into the education document registry. All educational documents, except those from military educational institutions and military departments of civilian universities, can be found in this registry. If your diploma was issued before 2000, or it is not in the education document registry, or it is an older-style educational document, you can only submit it for apostille on a 20/30 working-day basis. The Ministry of Education will create a request and send it to the educational institution to confirm issuance. Note that it is often not possible to apostille documents from educational institutions in occupied territories. Additionally, if the educational institution does not provide confirmation of issuance, the Ministry of Education will not apostille the document, and funds will not be refunded in such cases.
