Ukraine Border Crossing Certificate: electronic, paper or apostilled

We obtain a border crossing certificate from the State Border Guard Service of Ukraine (SBGS) by advocate's request (an official information request a Ukrainian advocate is entitled to send), without a notarised power of attorney and without you travelling to Ukraine. If you need the document abroad with an apostille, we obtain the paper original with a signature and seal, add the apostille and send it to you.

  • Electronic certificate: €70
  • Paper certificate with signature and seal: €90
  • Paper certificate with apostille: €160

Since August 2026, proof of lawful departure from Ukraine has become particularly important for some new applicants for temporary protection in the EU. If your passport has no legible exit stamp, official SBGS information on a recorded crossing can serve as one piece of evidence.

What the certificate contains

Paper SBGS border crossing certificate, in Ukrainian, with signature and seal, obtained by an advocate in November 2026
Paper original of the SBGS reply (in Ukrainian) to an advocate's request by Igor Balaban dated 27 October 2026. The reply is dated 4 November 2026 and carries the official's signature and a seal. The client's personal data is masked. Click to open full size.

For the period you specify, the certificate may show the checkpoint, the date and time of the crossing, the direction (entry or exit), your full name, citizenship, date of birth, passport series and number, and the vehicle, if that data is held in the database.

What the certificate does not contain: any statement of the grounds on which you were allowed to leave Ukraine. It confirms a recorded crossing, but it does not replace military registration documents if a foreign authority separately asks you to prove a deferment or an exemption from service.

Electronic or paper certificate

The electronic certificate is suitable if the institution abroad accepts that kind of document. Whether it does is up to the institution, so check with it first.

If you need an apostille, we obtain the SBGS reply on paper, with the official's signature and a seal: this is the document in the photo. We add the apostille ourselves and send you the finished document.

Doing it yourself or through an advocate

You can request information about your own border crossings yourself, free of charge. Under the Law of Ukraine "On Citizens' Appeals", a reply to a citizen's appeal is given within one month. Our fee covers legal assistance: the advocate's request, monitoring the response deadline, obtaining the document in the format you need and, if you order it, the apostille and delivery abroad.

How we work

  1. You send scans of your documents and tell us which certificate you need: electronic, paper, or paper with apostille.
  2. We send you a legal aid agreement and a consent to the release of your personal data. You sign them and return a scan or photo. A notarised power of attorney is not required.
  3. Once you have paid, we send the SBGS an advocate's request together with the advocate's warrant (order).
  4. The SBGS must reply no later than five working days of receiving the request. If a large volume of information has to be searched, the law allows the deadline to be extended to 20 working days, with written notice to the advocate.
  5. We send you the electronic certificate or a photo of the paper one. If you ordered an apostille, we add it to the paper original.
  6. We hand the paper original to a DHL courier for delivery to your address.

What to send

  • a scan of the foreign passport you used to cross the border (all of them, if you had more than one);
  • a scan of your internal Ukrainian passport or Ukrainian ID card;
  • your Ukrainian taxpayer number (RNOKPP);
  • the period the certificate should cover;
  • the country where you will submit the document.

Frequently asked questions

How long does the SBGS take to answer an advocate's request?
No later than five working days of receiving the request. If a large volume of information has to be searched, the law allows the deadline to be extended to 20 working days, with written notice to the advocate.

Do I need a power of attorney?
No notarised power of attorney is needed. You sign the legal aid agreement and the consent to the release of your personal data remotely, and the advocate applies to the SBGS with a request and the advocate's warrant.

Can I get the certificate myself?
Yes, you can request information about yourself free of charge, but under the Law of Ukraine "On Citizens' Appeals" the reply to such an appeal is given within one month. People turn to an advocate when the deadline matters, when they need a paper original with an apostille, or when they have no time to handle the request themselves.

Does the certificate state the grounds on which I was allowed to leave?
No. The certificate confirms a recorded border crossing, with its date, time and direction. A deferment or an exemption from service is confirmed by separate documents, if a foreign authority asks for them.

What if the database has no record of my departure?
The SBGS will reply that there is no information, and we cannot change that. Before sending the request, we check with you the period and the passport you left with, so that the request covers the crossing you need.

Do you translate the certificate?
Translation requirements depend on the country and the institution. Before translating, check whether a sworn, certified or notarised translation is required. It is usually more practical to have it translated locally, so we hand over the certificate in Ukrainian.
